Ruto Signs CAIPs Agreements To Boost Kenya’s Industrialization

On May 28, 2026 President Ruto presided over the signing of Inter-Governmental Participation Agreements (IPAs) with sixteen counties scheduled for the phase of the County Aggregation and Industrial Parks (CAIPs) program, held at State House, Nairobi.

The ceremony brought together governors, senior government officials and representatives from the Ministry of Investments, Trade and Industry, making it of national importance for of the initiative.

The agreements formalize collaboration between the National Government and County Governments to establish and operate the industrial parks across the country.

These parks are envisioned to Kenya’s industrialization, designed to promote value addition of agricultural and natural resources at the county level, reduce post-harvest  losses, create jobs , expand market access for locally produced goods, attract private sector investment into manufacturing and agro-processing. Strengthening exports and enhances county competitiveness.

The CAIPs program is not just about infrastructure, but about reshaping Kenya’s economic geography. The initiative aims to decentralize development, ensuring that counties actively participate in national growth, which aligns Kenya’s Vision 2030 and the bottom-up economic transformation agenda, emphasizing inclusive growth and regional equity.

It will also serve as hubs for processing, packaging and distribution for agricultural produce such as tea, coffee, horticulture and livestock products. This will reduce reliance on raw exports, Kenya hoping to capture more value within its borders, boosting foreign exchange earnings and stabilizing rural economies.

The governors hailed the agreements as turning point, as it would bring industries closer to the people and ensure that farmers benefit directly from their labor.

The CAIPs program is expected to attract private sector investment and international partnerships, as discussions are underway with investors from Asia, Europe and the Middle East as it is a gateway to the East African market.

Ruto emphasized this will ensure that every county has a stake in Kenya’s industrial journey; it is about building industries that serve our people and connect us to the world.
